In order to create your cards, first you need to create blueprints for those cards. Blueprint mode When you create a new card set, a prompt will allow you to create a new blueprint or use an existent one. You can also edit an existing one by going to the blueprint preview image in the cardset:

You can define parameters and where they go, then create a list of cards to fill them. Move the parameter somewhere else, resize it and alter it completely and it'll move and fill it in. They're different tools entirely. And saying you can just tweak layouts in photoshop sounds simple until you're the one changing 500 cards to a new layout.
